With nearly 52,000 residents, Biel-Bienne is the largest bilingual city in Switzerland. The city government employs 1,200 people. In early 2008, Biel-Bienne sought to streamline operations by combining the two departments and by integrating telephony into the overall IT infrastructure. To achieve this goal, Biel-Bienne upgraded to Microsoft® Exchange Server 2007 with Unified Messaging and began deploying Microsoft Office Communications Server 2007 to replace its existing Cisco CallManager 4.2 Private Branch Exchange (PBX) system. In early 2008, the city’s IT partner and system integrator, webcall, suggested a unified communications solution. webcall is a Microsoft® Gold Certified Partner that specializes in IP telephony technologies. The city chose to deploy a solution based on Microsoft Office Communications Server 2007. Biel-Bienne began planning the unified communications project in January 2008; and it deployed a pilot involving 40 users, mostly within the IT department, in March 2008. Starting in June of that year, the city gradually expanded the pilot over three months to include more than 250 users in several departments. During this period, the city also deployed two redundant AudioCodes Mediant 1000 gateways to connect Office Communications Server 2007 directly to the Swisscom Public Switched Telephone Network. Biel-Bienne plans to fully retire its PBX system when the new solution is completely implemented.
